Elon Musk has taken it upon himself to distribute a film online that has been blocked from traditional modes of promotion in its native Germany.

That film, Uwe Boll's *Citizen Vigilante*, stars Armie Hammer as a wealthy American businessman who becomes a ruthless vigilante in Croatia, killing immigrant perpetrators of violence, sometimes their entire families, and the politicians and judges whom he sees as complicit in their crimes. The film was effectively banned from being screened and advertised in Boll's home country, where it was produced, out of concern that its extreme depictions of anti-immigrant violence may inspire copycat attacks.

Musk took to X, the social media platform he bought in 2022, to share a link to stream the full film on Thursday.

Germany's film ratings board, the Freiwillige Selbstkontrolle der Filmwirtschaft (FSK, or Voluntary Self-Regulation of the Film Industry), did not outright ban *Citizen Vigilante*, but declined to classify the film, according to the German news outlet *Welt*. The film, therefore, has no age rating, so cannot be advertised in a manner that would entice minors to see it. The film can, however, be sold in online or in video shops after age verification, and though it can technically be screened to all-adult audiences, a lack of classification means most traditional methods of distribution and exhibition are closed off to *Citizen Vigilante*.

The official description of *Citizen Vigilante *reads, "Living in Croatia, a wealthy American businessman transforms into a feared vigilante who targets violent criminals, rapists and corrupt judges. As his brutal campaign gains traction online and across the media, he soon becomes a wanted criminal and an unlikely public hero," per Apple TV.

The film marks the second feature to star Hammer since he was accused of rape and "other acts of violence" in 2021, allegations the actor has denied and for which the Los Angeles County District Attorney's Office announced in 2023 that it would not file sexual assault charges.

The first film, *Frontier Crucible*, a violent Western, was screened in select theaters in Arizona in 2025, before landing on streaming earlier this year.

Boll told "anti-communist author" Jack Posobiec on Wednesday that he's suing the FSK because their decision to withhold a rating from *Citizen Vigilante *is "against the constitution. It's completely ridiculous to do this kind of censorship for a movie, or a book or anything."
